You are a just man, Rivers Assembly Speaker tells Governor Wike

Convinced beyond doubts that the Rivers State governor, Barr Nyesom
Ezenwo Wike, acts in the interest of all, the Speaker of the Rivers
State House of Assembly, Rt. Hon Ikuinyi-Owaji Ibani, says the
governor is a just man who has sufficient grace of God to carry out
his assignments.

Rt. Hon Ibani, knighted a few days ago into the Order of St
Christopher by the Church of Nigeria, Anglican Communion, made the
observation at the Government House in Port Harcourt during the
signing into law of the N510 billion state budget for 2018 by Governor

The speaker recalled that the governor had on several occasions
pronounced that Rivers State is a Christian state, adding that those
of them in the legislature are keying in on that and very fast too,
the proof of which is his (Speaker’s) recent knighthood.

His words: “Your Excellency, let me thank you on behalf of the Rivers
State House of Assembly for what you have been doing for the state and
the relationship you have with the assembly. It has helped us a great
deal because we are also learning from you. One thing we have come to
acknowledge is that you are one man that likes things to work the way
they should for the betterment of all; and once any man believes that
that is the way it should go, you can go out of your way to make that
one to be happy which you have just done even as we are seated here in
your own remarks that you have granted, graciously, those who did not
have the opportunity to have constituency projects for 2017 to begin
from them. It shows the type of person you are; you are a just man; we
believe that what you are doing you are doing it in the interest of

The speaker said the assembly was open to constructive criticism
because “when we are criticised, it makes us to go a step further to
do it better”.

He noted that the budgeting process for the 2018 fiscal year, the
debate and every other thing were in the open. “All MDAs came for
defence; the public invited and civil societies invited as well to
come and witness so that everyone will know that Rivers State House of
Assembly is doing the right thing. I want to thank you for that
opportunity you have granted. You are one governor I have seen that
even when you send bills or letters to the Rivers State House of
Assembly by way of request, you’re not on us, you don’t place any
burden, any undue influence on us. You allow us to do it the way the
assembly will know that will help us. You are one man and one governor
that we as an assembly will continue to commend and partner with.”

The Majority Leader of the house, Hon Martin Amaewhule, who presented
the appropriation law and three others for the governor’s assent,
stated that members gave accelerated hearing to the bills that were
sent to the house.

“Of utmost importance, Your Excellency is the fact that the house
decided to ensure that our rules and the constitution of the Federal
Republic of Nigeria were followed, and we ensured that public hearings
were conducted for all the bills and we made sure that stakeholder
participation got its highest attention”, he said.

The laws assented to by the governor are the Rivers State
Appropriation Law No 1 of 2018, the Kenule Beeson Saro-Wiwa
Polytechnic Law No 3 of 2018, the Rivers State Waterways Authority Law
No 4 of 2018, and the Rivers State Local Government Law No 5 of 2018.

In his speech, the governor, who assented to the bill in the presence
of the state executive council and members of the state assembly
commended the legislators and assured that the budget would be
implemented diligently for greater development of the state.

His words: “I commend the state legislators for expediting the process
that led to the passage of the 2018 budget. Your passage of this
budget means that we will expedite action on several areas of
development. At present, we have already started work.”

The governor urged the legislators to work with relevant agencies in
implementing their respective constituency projects, disclosing that
funds for the implementation of 2017 projects had been released, while
that for 2018 would be released after proper account will have been
given on the 2017 projects.
